Northrop Grumman’s Strategic Space Systems (SSSD) is seeking a Principal Program Cost Control Analyst on our RUBY Program in Redondo Beach, CA.

The Principal Program Cost Control Analyst will report to the Manager of Project Controls and will be responsible for supporting Northrop Grumman’s Space Systems programs in compliance with Earned Value Management System (EVMS) requirements and program implementation.

This position requires the incumbent to possess Special Compartmentalized Information access (SCI) at time of application.

Responsibilities include but not limited to:

  • Set up cost control system, monitors and controls costs and schedules on Contracts requiring validated cost schedule control system
  • Maintain Earned Value Management System (EVMS) compliance including cost/schedule integration
  • Perform analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines
  • Prepare and maintain spend plans; develop and review Estimates at Complete (EACs); incorporate changes into the EVMS system in order to maintain cost and schedule baselines
  • Assist Control Account Managers (CAMs) with EVMS activities including: Work Breakdown Structure (WBS) development and alignment; time-phasing of tasks; developing and documenting earned value methodologies; performance measurement; estimate to complete analysis and updates and variance analysis research and reporting
  • Create financial charts in support of program management and program reviews; identify cost impacts and develop recovery plans as required
  • Responsible for actuals reconciliation, budget change requests and ensuring proper accounting
  • Incorporate contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines

Basic Qualifications:

  • Bachelor’s Degree with 5 years’ experience in Business, Finance, Accounting, Economics, Supply Chain or Engineering to include cost control; OR Master’s Degree with 3 years of experience.
  • Proficiency with Microsoft Office Suite; Excel, Word, PowerPoint 
  • This position requires the incumbent to possess Special Compartmentalized Information access (SCI) at time of application.


Preferred Qualifications:

  • Proficiency of the following systems or software: Deltek Cobra or similar project management software, wInsight, SAP Management Project Systems Module and Business Warehouse (BW)
  • Working experience with Earned Value Management Systems (EVMS)

Salary Range: $88,700.00 - $133,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
