This candidate is responsible to lead the enablement team and drive digital procurement transformation by ensuring the right tools are deployed in the P2P process, process improvement within the procurement division to achieve efficiency, and responsible for procurement governance and compliance framework setup to ensure adherence to NTU requirements.

This role reports into the Divisional Head - Procurement, NTU Shared Services.

Job Description:

Procurement Digital Transformation

  • Leading and embedding transformation projects, developing & deploying processes & systems, and proactively managing governance & compliance. Leading procurement excellence performance analysis of KPIs, reporting key results and risks/issues to procurement leadership.

  • Establish a central platform/tool/process to administer the procurement process and to automate work phase.

  • Review on past performance data and propose for process improvement within the division.

  • Drive digitization initiatives within the division and work closely with DA & DX team to see through the whole process.

  • Identify opportunities for automation and to work out on the plan and oversee the transition.

  • Ownership of AI initiatives such as chatbot & data analytics setup

Vendor Enablement / P2P Support

  • Lead the vendor enablement process by providing suppliers or vendors with the tools, resources, and support they need to effectively conduct business with NTU.

  • Oversee the P2P support query.

  • Established/revise Knowledge Article (KA) for new process / updated process.

  • Ariba catalog management

Procurement Governance/Compliance

  • Ensure procurement operations comply to the overall procurement governance in accordance to GPA and NTU requirement.

  • Conduct checks on procurement transactions and process to identify risk and propose improvement.

  • Established SOP/KPI for overall procurement process such as guideline/policy.

People Management

  • Lead and motivate team members, fostering a collaborative work environment, conducting performance evaluations, and implementing individual development plans to drive productivity and achieve business goals.

Requirements:

Core

  • Minimum Diploma / Degree Equivalent Qualification; or Equivalent professional procurement experience

  • 8 years’ relevant work experience

  • Demonstrate project and time management skills and ability to deliver exceptional customer service.

  • Organized, meticulous with excellent interpersonal and communication skills.

  • Ability to work well with multiple competing priorities, manage projects and meet deadlines.

  • Leadership skill to effectively manage, inspire and motivate team members towards achieving common goals.

  • Proactive in pursuit of learning and are willing to put in the time and effort required to gain new skills and knowledge.

Good to have

  • Preference knowledge of financial systems, e.g., SAP and Ariba.

  • Proficient in using Microsoft Office Suite of products to perform analytical tasks and quantitative modeling, to present and support recommendations.

  • Knowledge in public sector procurement process and World Trade Organisation – Government Procurement Act.
