Job Overview
GENERAL SUMMARY
Under the general direction of the Supervisor of Administration and Coordination, performs work in the areas of contract/contractor and client support, post-award orientation, problem resolution, contract payments, claims and terminations, and acts as Departmental Payroll Liaison.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Verifies availability of funds and proper cost center allocation for contracts.
- Maintains contract status reports and associated data on computer programs.
- Captures and maintains records of contract activity; reconciles funds; accrues contract funds at year-end.
- Communicates in writing and orally with contractors and subcontractors concerning contracts compliance issues, responds to independent audits and certifies accuracy of information.
- Reviews, processes, and recommends authorization of section purchase requisitions, requests for payment, contract payments; and purchase orders.
- Assists with special projects by researching and compiling data and presenting in report, spreadsheet, or graph format.
- Supports staff, contractors and clients by processing a variety of applications including badge applications/deletions, AOA parking permits, biometric registrations, key/core requests and network/database access.
- Creates pick lists to meet contract requirements for materials and supplies to maintain Board infrastructure assets.
- Serves as Departmental Payroll Liaison; processes payroll and OJI paperwork for all or a portion of the department, using the Airport’s payroll systems.
MINIMUM REQUIREMENTS
- Completion of high school curriculum or equivalent plus college-level coursework in finance, business or a related field.
- Three (3) years of responsible experience administering facilities maintenance-related contracts or the payment provisions thereof.
- Any equivalent combination of education and/or experience may be substituted for the above.
- Possession of a valid Class C driver’s license.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the basic principles, practices and procedures of public contract administration.
- Knowledge of administrative practices and procedures.
- Knowledge of budgets, contracts, labor distribution reports, office automation and personal computers.
- Ability to communicate effectively and clearly, both orally and in writing, and in general and technical terms, with a wide variety of professional and technical personnel.
- Ability to analyze written and quantitative information as the basis for determining compliance with sound business practices.
- Ability to gather data and review documentation for accuracy.
- Ability to meet and interface with contractors, consultants, customers, Airport staff and other interested parties to exchange information, explain and interpret standards and resolve differences.
- Ability to safeguard sensitive or confidential information.
- Ability to perform effectively under stress.
DESIRABLE
- Two (2) years of experience in a facilities, public works or similar maintenance environment, inventory control or parts distribution.
SPECIAL REQUIREMENT
- Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et. Al. and DFW Airport’s Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each badge renewal.
