Job Description:

The Revenue & Compliance Administrator serves as the Division Administrator responsible for the Commission's revenue operations, compliance programs, internal controls, financial reporting verification, and modernization initiatives. The position provides strategic leadership for systems, processes, and policies that support revenue integrity, regulatory compliance, and operational effectiveness. Working across licensing, enforcement, legal, and administrative functions, the Administrator leads process improvement, policy implementation, systems modernization, and data-driven decision-making in support of the Commission's regulatory mission.

The Revenue & Compliance Administrator supervises professional staff responsible for revenue compliance, financial reporting verification, reconciliation activities, and related operational functions. The position establishes division priorities, develops performance expectations, oversees modernization initiatives, and ensures revenue operations are administered consistently and effectively.

Job Duties:

Program Leadership, Revenue Operations & Compliance Oversight

• Lead and supervise revenue compliance and related operational staff, ensuring alignment across licensing, enforcement, legal, and administrative functions.
• Oversee the Commission's revenue operations and compliance programs to ensure accurate reporting, reconciliation, verification, and processing activities.
• Serve as the central coordinator for how financial data, licensee reporting, revenue operations, and compliance review activities are integrated across the agency.
• Establish clear expectations for workflow, documentation, accountability, and decision-making.
• Develop and maintain procedures that support revenue integrity, regulatory compliance, and operational consistency.

Process Design & Standardization

• Design, document, and implement standardized workflows for licensee reporting review, reconciliation, financial processing, and compliance verification.
• Reduce reliance on manual processes, spreadsheets, and individual judgment by developing repeatable and structured procedures.
• Capture and formalize institutional knowledge into documented processes and policies.

Systems Modernization & Automation

• Lead efforts to improve and expand the use of agency systems, including POSSE and related technologies, to support automated validation, reconciliation, reporting, and compliance functions.
• Coordinate system enhancements, workflow redesign, reporting improvements, and modernization initiatives that improve efficiency and accountability.

Data Analysis, Risk Monitoring & Internal Controls

• Analyze revenue, reporting, and compliance data to identify trends, inconsistencies, operational risks, and opportunities for improvement.
• Use data to support compliance priorities, resource allocation, operational planning, and leadership decision-making.
• Develop reports, metrics, and dashboards that improve oversight and transparency.
• Establish and maintain internal controls governing revenue verification, reporting review, reconciliation, and documentation standards.
• Identify control gaps and implement improvements to strengthen oversight and reduce risk.
• Develop policies and procedures that align operational practices with statutory and regulatory requirements.

Enforcement & Regulatory Integration

• Coordinate with enforcement and legal staff to ensure compliance findings are translated into consistent and supportable regulatory action.
• Ensure compliance and reporting review activities support case development, hearings, and regulatory decision-making. Other duties as assigned within the scope of the classification.

Requirements / Qualifications:

Minimum Qualifications:  Bachelor’s degree in public administration, business administration, public policy, public health administration, organizational leadership, regulatory affairs, criminal justice, finance, accounting, legal studies, political science, government administration, or another job-related field; plus five years of progressively responsible professional experience in regulatory administration, compliance oversight, enforcement management, operational leadership, governmental program administration, licensing administration, policy implementation, financial oversight, or another closely related field. Experience must include direct supervision of professional staff. Any equivalent combination of education and experience will be considered.

Preferred Qualifications: Experience leading organizational change or operational improvement initiatives. Experience implementing new systems, process automation, workflow redesign, or modernization projects. Experience with licensing, compliance, financial, or case management systems. Experience using data analysis and reporting tools to support operational decision-making. Experience aligning operational practices with compliance requirements and internal control standards. Familiarity with alcohol regulation or other regulated industries.

Other: Regular and reliable attendance is required.

 

Knowledge, Skills, & Abilities:  Knowledge of regulatory compliance frameworks, internal controls, revenue operations, governmental administration, and business process improvement. Ability to interpret statutes, rules, and regulatory requirements and translate them into operational processes. Ability to design, document, and improve workflows in a structured and scalable manner.

Ability to evaluate systems and identify opportunities for automation and modernization. Strong analytical skills and ability to identify trends, risks, and operational improvement opportunities. Ability to supervise professional staff and coordinate work across multiple functional areas. Strong organizational, leadership, and project management skills. Strong written and verbal communication skills. Ability to exercise sound judgment and operate independently within a regulatory environment.

Knowledge of the alcoholic beverage industry, alcohol regulation, or related licensing and compliance programs is beneficial but not required. The Commission recognizes that many of the technical aspects of liquor regulation can be learned on the job.
